According to the Asian Development Bank (ADB) and McKinsey Global Institute (MGI), global as well as regional infrastructure funding gaps are trillions of dollars in scale.

In view of the chronic shortfall, by 2030, we will help bridge the trillion-dollar infrastructure funding gaps that handicap nation-building through the establishment of a distributed, partner-centric Economic Resources Regional Liquid-Modularity Centre (ERRLMC).

ERRLMC will house mature infrastructure, including a collaboratory, to research, innovate, develop, deploy and execute economic resources regional liquid-modularity (RLM).

ERRLMC will transfrom Primercon from delivering EPCC project modules in-house and via regional partnership to delivering nation-building modules in-house and via regional open collaboration with such partners as supranational organisations, academia, industry associations and government agencies.

ERRLMC serves to facilitate and advance:-

1. access of emerging and developing countries* to EPCC engineering, financing and project-sourcing capabilities; and
2. technology-powered delivery of modular project components. The technology encompasses an Artificial Intelligence (AI) agent trained by means of Deep Learning (DL).
